Saskatchewan drivers who use hand-held cell phones to talk, text, email, or surf the Internet while driving face the possibility of a $280 fine. Saskatchewan’s cell phone legislation came into effect January 1, 2010.
As well, the penalty includes four demerit points under the Safe Driver Recognition and Driver Improvement programs. These programs offer financial incentives on insurance costs, and demerits could cause provincial drivers to face higher insurance costs or loss of incentives.
Experienced drivers will be allowed to use hands-free devices, but new drivers who fall under Saskatchewan's Graduated Driver's Licensing program will not be able to use cell phones of any type while driving.
The Graduated Driver's Licensing program involves three stages: Learner for nine months, Novice 1 for six months, and Novice 2 for 12 months, with varying restrictions as described on the Saskatchewan Government Insurance (SGI) website.
Road Safety is the Goal of Cell Phone Laws
June Draude, Saskatchewan’s Minister Responsible for SGI, calls road safety the main priority of the new law. Drivers should pull over on the side of the road to answer the cell phone, or let voice mail pick it up, she says in a release.
Saskatchewan and British Columbia passed laws on the same date, to promote safe driving by restricting use of cell phones. In Saskatchewan, driver distraction is the most cited factor contributing to collisions, accounting for nearly 25 per cent of all factors reported, according to driving statistics on SGI’s website. In 2008, for example, 2,047 casualty collisions have driver inattention or distraction as a contributing factor, resulting in 49 fatalities and 2,797 injuries.
